What is a koperasi personal loan?

A koperasi personal loan or cooperative personal loan is a type of unsecured personal loan offered to civil servants working in a federal or state government, municipal councils, statutory bodies as well as employees of selected government-linked entities. Cooperatives that offer koperasi loans are registered under the Co-operatives Societies Act 1993. The repayment of koperasi personal loan is done through a salary deduction repayment scheme via Biro ANGKASA. Most of the koperasi personal loans are Shariah compliance.

What are the differences between koperasi personal loan & commercial bank personal loan?
  • Repayment: Koperasi loan repayment is directly deducted from borrower’s salary and processed either through Angkatan Koperasi Kebangsaan Malaysia Berhad (Biro ANGKASA) or Accountant General’s (AG). Commercial bank loan is usually processed through auto debit or manual cash bank-in, although some banks also offer personal loan through salary deduction.
  • Credit criteria: The credit approval criteria for koperasi loan are less stringent and it can be approved for borrowers with a negative CCRIS/CTOS record, high commitment or those marked with ‘Special Attention Account’ whereas most commercial bank loan approval criteria are much stricter. Borrowers with an unfavourable CCRIS or CTOS history (loans unpaid more than 3 months), high commitment, or listed under Special Attention Account (SAA) is unlikely to get approved for a bank loan.
  • Interest rate: Koperasi loan’s interest rate tends to be lower than those of commercial bank loan where repayment is done through manual cash bank-in or auto debit. The low interest rate is because repayment of koperasi loan is done through salary deduction. On the other hand, the interest rate will be the lowest for bank personal loan that is done through salary deduction.
  • Payout: Usually koperasi loan does not disburse 100% of the loan amount to borrowers. Most of the payout can range between 80%-95%. This is after the deduction of takaful, stamp duty, initial monthly repayment, koperasi shares and membership fees. On the other hand, bank loan payout is higher as it usually doesn’t deduct for koperasi shares and membership fees.
  • Type of applicant: Koperasi loan is restricted to civil servants. Commercial bank loan is open to private sector employees, self-employed as well as public sector employees. However, for koperasi loan where repayment is through ANGKASA deduction, it is restricted to civil servants and GLC workers.

What documents do I need to prepare to apply for a bank or koperasi personal loan?
